About the portal
A single record of how government serves.
Service Delivery Standards set out what a citizen should be able to expect from a public service. This portal is where the Ministry of Public Service records whether those standards are being met, vote by vote and sector by sector.
What is inspected

Standards are published per sector. Each vote is inspected against the standards for the sectors it delivers.

How work is organised
Votes, departments and periods
The vote
The budget entity being inspected: a Ministry, Department or Agency, or a Local Government. Every officer, department and finding belongs to one.
The department
Sits inside a vote and answers for one sector, which is the level at which standards are actually assessed.
The period
Inspection rounds run inside a financial year, so findings can be compared against the same window in earlier years.

A standard is set for a vote and followed all the way down. The location register is seeded to village level, so a finding can be pinned to the exact place it was recorded rather than to a district average.
Who uses it
Six roles
Accounts are issued by administrators, not self-registered. Each role sees only what it needs.
- Department Officer
- Answers the published standards allotted to one department of a vote.
- Inspection Head
- Leads a service area's inspection and answers alongside the team.
- Field Inspector
- Travels to service delivery points and records what was found there.
- Vote Head
- Reviews department submissions and approves the vote's report.
- Vote Admin
- Runs one vote: its officers and its departments.
- HQ Admin
- Maintains the national reference data and inspection calendar.
- System Admin
- Holds every permission, including roles and system settings.
Getting access
Ask your vote administrator
If you inspect, review or report on service delivery and have no account yet, your vote administrator can issue one. For anything the portal cannot answer, write to the Ministry of Public Service.
